The Village of Mingo Junction seeks a qualified, dependable, and detail-oriented individual to serve as its Full-Time Village Fiscal Officer.
The Fiscal Officer is responsible for the Village's financial administration and record-keeping functions and works closely with the Mayor, Village Administrator, Village Council, department heads, employees, vendors, residents, and governmental agencies.
The successful candidate must possess strong financial, organizational, computer, communication, and administrative skills and be able to manage multiple responsibilities accurately and professionally.
Financial Accounting: Oversee the receipt, recording, tracking, safekeeping, reconciliation, and lawful disbursement of Village funds. Maintain accurate financial records in accordance with applicable laws, regulations, and municipal policies.
Budgeting & Financial Reporting: Assist in preparing and administering the Village’s annual budget, appropriations, financial reports, and other required state and local filings. Work with the Mayor, Village Administrator, Village Council, and department heads regarding budgets, expenditures, available balances, and financial planning.
Payroll, Benefits & Accounts Payable: Process employee payroll, deductions, benefits, pension-related reporting, tax reporting, and other payroll requirements. Review and process invoices, purchase orders, payments, and vendor accounts.
Council & Official Records: Attend regular and special meetings of Village Council as required; prepare and maintain accurate official minutes and records of ordinances, resolutions, financial legislation, and other municipal documents.
Audit Responsibilities: Serve as a primary contact and provide financial records, reports, and supporting documentation for audits conducted by the Ohio Auditor of State and other authorized auditors.
Administrative & Office Duties: Perform general administrative and clerical duties associated with the daily operation of the Village office, including preparing correspondence, reports, notices, forms, spreadsheets,personnel files and other documents; maintaining organized paper and electronic files; answering telephone calls and emails; assisting residents and visitors; scheduling and coordinating office matters; maintaining records; processing incoming and outgoing correspondence; and providing administrative assistance to the Mayor, Village Administrator, Village Council, and other Village departments as necessary.
Public Records: Assist with maintaining, organizing, retrieving, and responding to requests for public records in accordance with Ohio law and Village policies.
Education: An Associate’s or bachelor’s degree in accounting, Finance, Business Administration, Public Administration, or a related field is preferred.
Microsoft Office & Computer Skills: Strong computer skills are required. Applicants should be proficient in Microsoft Office applications, including Microsoft Word, Excel, Outlook, and related programs, and able to prepare professional correspondence, spreadsheets, financial reports, electronic records, and other documents.
Accounting Software: Experience with governmental or fund accounting software is preferred. Familiarity with Ohio’s Uniform Accounting Network (UAN) is highly preferred; training may be provided.
Administrative Skills: Strong organizational, clerical, record-keeping, written and verbal communication, customer service, and time-management skills are required. Applicants must be able to maintain confidentiality, prioritize assignments, meet deadlines, and work independently with accuracy and attention to detail.
Legal Requirements: Applicant must be at least 18 years of age and complete required background checks.
Bonding: Must be bondable as required by applicable Ohio law.
Training: Must complete and maintain any continuing education or training required by applicable Ohio law, including requirements of the Ohio Fiscal Integrity Act.
